Schenectady New York Rachel Tobi Dugan of Schenectady, NY passed away suddenly on July 8th, 2016 she was 72 years old. Born on April 8th, 1944 in Israel, she was the daughter of the late Shlomo Tobi and Haya Tobi of Jerusalem. She moved to the United States at the age of 23 and resided in Manhattan. In her younger years, Rachel loved business, she was an entrepreneur. She owned her own company where she designed and manufactured hair accessories for major department stores in New York City. Rachel embraced her heritage but was proud to be an American. In her leisure she traveled the world. She was a hard worker, dedicated wife, loving mother, grandmother (Safta), honorable sister and was a good friend to all who had the pleasure of knowing her. She is pre-deceased by her husband Thomas Joseph Dugan who died in 1983. She leaves behind her son Michael T. Dugan of Galway, NY, his wife Patricia (Trish), and three grandchildren Angelica Patricia, Chrisgianna Rachel and Michael Richard Dugan. She is survived by her two sisters, Esther Tobi of Guttenberg, New Jersey and Nizza Thobi of Munich, Germany, as well as her dear friend and sister of the heart Stephanie Groh Elsis of Pompano Beach, Florida. Funeral services will be held at Tunison’s Funeral Home, 105 Lake Avenue, Saratoga Springs, NY 12866. Tuesday, July 12th, 2016 at 7 p.m. family and friends may call from 5 to 7 prior to the services In lieu of flowers, memorial donations can be made in her memory to: The Guardian Angel Fund, St. Mary’s School Ballston Spa, 40 Thompson Street, Ballston Spa, NY 12020.
